I found an August 20, 1891 Tuskaloosa Gazette letter from R.C. McCalla, City Engineer to Tuscaloosa's mayor and city aldermen. He had to do a survey of the southwest corner of the original Tuscaloosa. He found that there was no point of origin for the city survey so accuracy was impossible. From his description, I believe he established the first points of origin for his city survey in the middle of present-day University Boulevard and Greensboro Avenue. The land north of 4th Street to the river had never been surveyed so he suggested surveying it. It's a long letter but here is a portion. Outside of the lots on Greensboro and University, property owners all over town had taken adverse possession of public right of way and obstructed the streets with fences, shacks, etc.
